Minutes for the District meeting dated
1 – Opening Statement
-- Meeting began at

-- Adjustments – John Havican omitted from
attendance section, Patty Burgess listed twice under volleyball, 2nd
name should be Patty Schulz.

Future dates are as follows
April will be held
at Sacred Heart on the 10th.
May will be held at
Blessed Teresa on the 8th at the
June will be held
at St Ferdinand, date to be announced.
4 – Treasurer’s Report: Ron Martin
-- The following forms were handed out and
discussed without any objections
1) The March 2007 meeting financial
statement was discussed including the following items: Reconciliation Summary,
outstanding payables, accounts receivable, parish accounts due and the out of
district account due.
-- The indoor soccer tournament was
discussed again. Nothing has changed
from last month, leaving the district with a shortage of over $4000.00 Eric mentioned that he has sent e-mails to
Don Merz trying to get reconciliation summary.
Bruce Exely and Rick Ulreich were asked to continue the contact with Don
since they are from the same parish.
-- Due to the excessive amount of
time it has been taking to get paid by out of district teams, it was suggested
that we make the out of district teams pay up front.
5 – Hearing Board Report: Pat Boul / Eric

An 8th grade
boys from
-- One of our senior officials has
had written complaints turned in concerning their behavior in a recent
game. Eric Spalding feels a hearing
board may be needed but wants to get information from the official before
making any decisions.
-- Last month
6 – Basketball Report: Mike Mohlenkamp /

-- The following dates were
mentioned as reminders.
Playoffs – Will run from March 27th to April
1st with
Playoff meeting – will be held on March 26th.
-- The Spirit of St Louis games will
be held at Trinity, North American Martyr and possibly St Angela Merici on
April 2nd, 3rd and 4th.
-- The NCCYC Spirit Games (March 24th
at St Rose) are on track and is expected to run without any problems. The rosters and schedules are done and
available tonight. St Rose is taking
care of the food, supplying workers for the concession stand. Rick asked that the NCCYC support this event
and help out. No one volunteered to help
so St Rose will make sure they have people to keep score and run the game
clock.

Steve Stead then asked to
have the floor and proceeded to express his displeasure / concern that the
NCCYC parish reps are not at any games unless they are their own kid’s
game. There has been a problem this year
with the behavior of the coaches and parents.
He wants the parish reps and other members of the NCCYC to step up and
toughen up with the coaches and parents.
There is a certain type of behavior that is expected by all people in
attendance at the games. Mike
Moehlenkamp then stated that part of the problem is with the young officials as
they are not sure how to handle the situation or can be intimidated by the coaches
and fans, but that does not excuse the behavior that has been taking place,
leaving Mike and others to agree that the main problem is getting the coaches,
parents and all people present to show the proper behavior. The next item that was mentioned by the head
table was that if quicker action is going to be done, it can’t wait 3 to 4
weeks to report incidents at the next meeting.
Within a day or two communications, either phone calls or e-mails, has
to be done for quicker action to take place.
Along with this communication, the officials need to fill out reports on
the game events.
7 – Baseball Report: Sylvia Thissell

following items were due tonight: team entry forms, parish activity list, field
availability list and coordinator’s list.

The screening meeting will be held at Blessed Teresa Parish Center on Monday
March 19th at

Rosters are due at the April athletic meeting.
A roster review meeting needs to be held around April 12th,
location and exact date and time to be announced later.

The season is expected to start the first week of May and a kick-off meeting is
expected to be held a week before the start of the season.

Bob Graham announced that there will be a training league coordinator meeting
on March 22nd at Blessed Teresa school cafeteria, starting at

forms are due to Bob Graham no later then the screening meeting on Monday the
19th.
-- Training league rosters are due
to Bob Graham and he asked if they could be sent via e-mail if at all possible.
-- Bruce Exely announced that the
NCCYC parish picnic / spirit game will be held on Saturday July 7th. This needs to be announced and possibly put
into the kick-off packets.
-- Voting on the proposed NCCYC rule
changes.
1) A “lead off” of no more then 6 feet may
be taken at all bases: to be marked in some manor in the dirt. If violated time will be called and the
runner must return to the base.
– discussed, amendment by Bruce Exely, 2nd by Gene Osborne to
eliminate the 6 ft and allow any distance was voted down by a roll call vote
with 10 no, 2 yes and 1 abstain. Voting
was then done on the original proposal by roll call vote and was voted down
with 11 no, 1 yes and 1 abstain.
2)
Stealing:
A runner may steal second and third base only. After stealing to third base, the only way a
runner may proceed to home is by being batted, balked or walked in. If a play is made on a runner stealing second
and overthrown, the runner may advance only to third. – discussed, amended
to have no stealing in 3rd grade and allow stealing in 4th
grade of any bases by Bruce Exely and 2nd by Al White. Voted by roll call and failed with 10 no, 4
yes. The original proposal was then
voted on and it passed by roll call vote with 7 yes and 7 no, Eric Spalding as
chairman casted the deciding vote of yes.
-- Steve Stead announced that the
training dates for the baseball and softball officials will be April 14th
and 15th. Training league
coordinators are advised it might be beneficial to send their umpires to the
classes. The training will be held at
North American Martyr.
8 – Softball: Steve Stead / Paul Bober
-- see baseball notes above, same notes as
baseball. The proposed rule changes
voted on above are only for baseball and do not relate to softball.
9 – Golf: Eric Westrich

-- The golf season will be starting
on Saturday April 14th. If a
team has a conflict due to baseball or softball they can talk to Eric Westrich
and possibly change their tee time.
10 – Soccer Report: Jim Lilly / Tom

-- Eric Spalding announced that he
had soccer trophies to give out.
11 – Volleyball Report: Patty Burgess /
Patty Schulz (absent)
-- Patty announced that No Limits
will be holding camps and Patty Burgess will get the information to the parish
reps and to Rick for the web site.
12 – CYC Main Office Report: Eric Spalding
-- In the packets that were given
out tonight, there were proposed constitution and basketball rule changes. We will vote on these at our April meeting so
Eric knows how vote at the May CYC main office meeting.
-- A list of the track preliminary
rounds was given out. John Schlereth
asked for a final list to use for reference with baseball / softball
scheduling. The main office is looking
into the idea of having each district do their own preliminaries and then one
overall track final. This would mean
they will have to put a committee together, and we would like to have a
district rep at this committee.
-- Eric Westrich announced that St
Ferdinand will host their annual track meet on April 21st at
Hazelwood West. They will be having the
same events that the CYC main office hosts.
The meet will have no limit on teams, and no fee. This is a great opportunity for the
parishes. Rick then asked that the
district step up and help St Ferdinand run this event especially since there is
no fee.
13 – Web Site – Rick Ulreich
-- Rick announced that with baseball
/ softball season the web site will be 1 year old and it will be interesting to
see how the web site usage is now that we are hitting coaches, players and
others that have already been exposed to the web site.
-- Rick then announced that the
agreement that he has for the maintaining and running the web site is up for
renewal. He kept the same proposal out
there to be renewed for another year. BJ
made a motion to renew the agreement, which was seconded by Vic, motion passed.
-- A discussion was held on how to
move the district into using the web site for reschedules instead of having to
make phone calls. It was discussed and
believed that the district is not at this level with all the coaches and
parents yet. Rick did say that he will
put a separate page up that lists the reschedules so we can see the hits it
receives and try to find a way to proceed with lessening or eliminating the
phone calls.
14 – Old Business
-- Names are due tonight for the
John LePage Scholarship. No new
applicants will be accepted after tonight.
15 – New Business
-- Ron was wondering when the CYC
main office is going to go to a calendar year instead of the current school
year calendar. Eric Spalding has not
heard anything but will look into it.
-- Valley of the Flowers, it was
brought up that last year after the event, we talked about putting at least a
float in the parade the following year.
It is too late to be a sponsor this year but Vic will look into what it
takes to get a float in the parade.
-- It was announced that
-- Ron then made a motion to have
Transformation be an out of district team for the remainder of 2007 and then
after we have time to get to know them, and they have time to see how the NCCYC
runs, in 2008 they can become a member at large and not be considered an out of
district team. Tim King seconded this
motion and it passed. A comment was made
that their rosters should be of kids from only the parish or school. Rick then said he would contact
Transformation and let them know of the decision.
-- A motion was then presented by BJ
that all out of district teams should have to put up a $200 deposit when they
turn in their team entry form. The
remainder of the money must be paid by the kick off meeting. Seconded by Ron Martin and passed. A second motion was presented by John
Schlereth to make that deposit non-refundable, seconded by Jeff Antrainer,
motion passed.
