Minutes for the District meeting dated

1 – Opening Statement

at Christ Light on Tuesday March 13th at
April will be held
at Sacred Heart with a target date of the 10th.

Blessed Teresa with a target date of May 15th.
5 – Hearing Board Report: Pat Boul

There was an incident in
the High School Boys league concerning a
6 – Basketball Report: Mike Mohlenkamp /
Sylvia Thissel (both absent – Eric Spalding presented)
-- The CYC Spirit Games original
date and plans for using Trinity have been moved. The CYC main office wants to have the games
be held on April 2nd, 3rd, and 4th, the
Monday, Tuesday and Wednesday of Holy Week.
They can not be held the weekend before that as that is the dates set up
for the playoffs and the following week is Easter weekend. Eric Spalding will be in contact with Trinity
to confirm we can still use their gym.
-- The NCCYC Spirit Games was
brought up again and needed a volunteer to organize and oversee the NCCYC
Spirit Games. No volunteers stepped
forward, instead of the games not being held this year, the board will take
charge with Rick Ulreich being the main person for the NCCYC games, and anybody
that was willing to help out was to meet with Rick after the meeting. (Eric Spalding did not want to push this
responsibility on Sylvia since she just became the basketball coordinator and
has other duties to worry about besides the Spirit Games.
-- St Rose stepped up and
volunteered to host the NCCYC Spirit Games on Saturday March 24th,
as long as the league will move the games that are scheduled for their facility
that day. Jim Lilly announced that would
not be a problem to do. Eric Spalding
asked that Jim continue his conversations with the Sacred Heart athletic board
to open up North American Martyrs gym.
-- The following dates were
mentioned as reminders.
Playoffs – Will run from March 27th to April
1st with
Playoff meeting – will be held on March 26th.
-- The problems that we have been
having at
4 – Treasurer’s Report: Ron Martin
-- The following forms were handed out and
discussed without any objections
1) The Jan 2007 meeting financial statement,
and it was noted that this was the first time that all of the parishes have
been paid in full to the district since Ron Martin has been the treasurer.
2) The Feb 2007 meeting
financial statement, Ron is still waiting on a couple of out of district
checks.
-- There is a problem with the
Financials for the Dellwood Indoor Tournament.
As of this point we are short $3000-4000 from just breaking even. According to Tom Longinette we should have
been making $22 on every game that was paid.
Eric Spalding will be getting with Donny Merz, who was the main person
to organize the tournament, and find out what parishes still need to pay for
their teams.
-- Ron announced that due to a
policy change in the
-- Ron is still waiting to get the
financial information on the Spirit Games from Mark Kaufman so a budget /
parish billing can be done.

Eric Spalding announced he would like to have
dates set early and not have to scramble at the last minute to find a location
and get everybody informed. (Example =
screening meeting)

Blessed Teresa is looking into holding the screening meeting one week after the
March EBM.

A proposed NCCYC rule change was given out tonight and will be voted on at the
March EBM meeting. The rule change was
proposed by Sylvia Thissell and reads as follows.
Baseball supplemental rule changes
for Atom and Bantam leagues.
1)
A “lead
off” of no more then 6 feet may be taken at all bases: to be marked in some
manor in the dirt. If violated time will
be called and the runner must return to the base.
2)
Stealing: A runner may steal second and third base
only. After stealing to third base, the
only way a runner may proceed to home is by being batted, balked or walked in. If a play is made on a runner stealing second
and overthrown, the runner may advance only to third.

John Schlereth (scheduler) announced that if the CYC track meet is not on the
parish activity list, a reschedule request will not be honored for the track
meet. (based on the assumption that the
track meet dates have been announced by the next EBM meeting)
9 – Golf: Eric Westrich

Team entry and information is due at the March
EBM. The season will be starting the
first week of April.
10 – Soccer Report: Jim Lilly / Tom
Longinette
-- No new NCCYC information to
report.
-- Eric Spalding went over the
proposed rule changes that were voted on at the CYC rules meeting and the rule
changes that were voted on at the CYC main office meeting.
1) The proposed rule change for the throw in distance did not pass.
2) In the playoffs the mercy rule will be enforced instead of being the
losing coach’s option like in all CYC league games.
3) Rule change approved – if a stoppage of play happens for a non
infraction play, (injury, accidental whistle etc) the referee is allowed to
award the team that is declared to be in control of the ball an indirect
kick. If no team has clear control, a
drop ball shall restart the game.
11 – Volleyball Report: Patty Burgess /
Patty Schulz (absent)
-- No new NCCYC activity to discuss
-- Eric Spalding went over the
proposed rule changes that were voted on at the CYC rules meeting.
1) Allow 6th grade to use the VolleyLite ball – did not pass
2) Same substitution for 5th through 8th grade –
did not pass
3) In
Bantam and Below to allow the position 1 player (server) to become the front
row setter. Currently no position
switching is allowed – Passed.
-- Patty Burgess is going to check
and see if the trophies are ready for the volleyball winners.
12 – CYC Main Office Report: Eric Spalding
-- The CYC track meet is being
extended to 4 weeks to allow for 3 semifinals.
This opens up the meet to more participants and should allow for all
teams to be able to participate in the track meet. The track meet is expected to stay at DeSmet
but no dates have been announced yet.
-- A brief discussion following the
letter that went out about the merger of the CYC into the Catholic Youth
Apostle. We will see no change in the
CYC as everything will still be called CYC and the people involved will stay
the same, with the exception of Mike Kailis who has accepted a new position due
to the merger.
-- The
13 – Web Site – Rick Ulreich
-- There is a need to get the knowledge of the
web site out to more parents and coaches.
Rick used and example of this past weekend he was asked by a person that
has seen him taking photos since the web site began, why he was taking all the
photos and what he did with them. They
had no idea the web site even existed and what it contained.

A reminder was put out by
Eric Spalding that the scholarship award nominee’s need to be turned in by the
next meeting to the Assistant Vice Chairman.
-- A motion was made by Bob
Jercinovic to change the name of the Scholarship from the Schaller/Kersting
Scholarship to the John LePage Scholarship.
This was done with no disrespect to the Schaller or Kersting families,
but John LePage was more known by the current NCCYC members and participants
and it keeps us modern with the merger as both Schaller and Kersting were only
Florissant CYC members. This motion was
seconded by Jim Lilly and passed.
15 – New Business
-- Distribution of minutes. The discussion was held about if the parishes
and the each athletic association president should still be receiving the NCCYC
meeting minutes. The discussion centered
around the need for this, should it be done via regular mail or e-mail, or if
it should be done at all. After the
discussion it was determined that since the minutes are easily obtained through
the web site there is no need to send them to the parishes and the athletic
associations. Rick Ulreich will write a
letter and get it mailed out to each parish president and pastor acknowledging
this change and Eric Spalding will propose a constitution change to be approved
next meeting.
-- A discussion was done about the
NCCYC purchasing a table top electronic scoreboard to be kept as a backup. This was decided that it should not be done
as each parish should be responsible for having their own backup.
-- A question was brought up by a
coach when he reported his score, is it legal for a player to wear the shoes
that have the blinking lights on them.
Although any blinking lights, flashes etc can become distracting to the
players and officials, there is nothing in the rulebook that says they are not
allowed.
